There is a large important part, the main body, which contains the brains, teeth, heart and guts. This is the essential dog, we want it to grow, its useful, its man's best friend.
Then there is the the tail, a largely useless appendage, hanging out by the bum. But you shouldn't tug it, it can cause trouble. Some owners cut them off, but it never seems to hurt the dog.
In the natural order of things, the dog wags the tail. Look around, and you'll see this is true.
A company, say, Pacific Spirit Cafeteria, is like the essential dog. Then there is CUPE 116. Guess which part that's like.
Unnaturally perhaps, the CUPE 116 exec. has lots to say to the company about what's what. Hours, wages, job descriptions, etc, you know the drill.
In terms of our dog model, what we have here is the tail wagging the dog.
Now here's the problem. If you look around, you will soon discover, that that kind of dog, that special kind of dog, that special kind of dog in which the tail does the wagging, no longer exists.
